Nonpartisan Policy
CGS USA is nonpartisan. It does not support or oppose any candidate for public office or political party. Its research and public engagement are intended to encourage informed discussion of public issues.
Institutional practice
- Research topics are selected for public relevance, not to advantage a candidate or party.
- Candidate or officeholder participation is governed by objective criteria, event purpose, timing, and applicable tax rules.
- CGS USA does not rate candidates, coordinate with campaigns, contribute organizational resources to campaigns, or publish endorsements.
- Issue analysis may evaluate laws, institutions, policies, and public statements using evidence and consistent standards.
- Any lobbying is separately authorized, classified, and tracked; educational discussion is not labeled lobbying merely because it concerns public policy.
- Directors, staff, authors, and speakers may act personally, but must not imply CGS USA endorsement or use organizational resources improperly.
Election periods
An additional review when it matters most
During an election period, content and events involving candidates, parties, voting, or contested policy questions receive an additional nonpartisan review for timing, selection criteria, wording, links, promotion, and overall context.
